Texas Retail Market
The Texas electric market opened its doors to competition in January 2002. Prior to deregulation, utilities provided generation, delivery services (transmission and distribution) as well as billing and customer service to the retail customer. Under the new market structure, the electric utilities are required to segregate their business units into separate operating companies. Generators now are required to sell their electricity on the wholesale market to other market participants such as retail electric providers "REPs", at market rates. The utilities continue to provide delivery services to customers in their service territories including maintenance of the wires and customer service. The REPs now offer competitive electric rates to customers and are responsible for sending out a bill for both the electricity and delivery services. As a customer, you will continue to receive one bill for your electricity when you switch to an REP.
